德国联邦议院通过了2012年补充预算

The German Bundestag, or lower house of parliament, has recently adopted during a second and third reading the country’s 2012 supplementary budget, providing for the first and second payments of Germany’s capital contribution to the European Stability Mechanism (ESM).

According to the German finance ministry, the bill is an important prerequisite for Germany’s contribution to the ESM, due to be operational as agreed by eurozone heads of state and government from July 2012, one year earlier than originally planned.

A permanent, robust crisis management mechanism, the ESM is an integral part of plans to stabilize the eurozone in the long-term. The supplementary budget creates the necessary budgetary conditions to make the first two payments of around EUR8.7bn (USD11bn). Germany is due to contribute a total of around EUR22bn to the ESM capital stock. Overall, net borrowing is set to increase from EUR26.1bn (provided for in the 2012 budget) to EUR32.1bn. Although payments into the ESM as a financial transaction will increase net borrowing, they will not increase the structural deficit of the federal government.
